§ 17-1. Secretary-treasurer.

  • (a)

    The Secretary/Treasurer of Vernon Parish will be responsible for planning an annual in house orientation for all police jurors to attend. This orientation will serve as a review of parish, state, and federal laws that must be followed within the police jury. The intent of this orientation is to keep jurors up to date on changes in laws and to ensure that all jurors fully understand their responsibility to make decisions with the highest of ethical standards for the good of the parish as a whole.

    (b)

    The secretary/treasurer may schedule for the police jurors to attend in-house training and review periodically on an as needed basis, to cover any pending changes or revision in laws and procedures.

    (c)

    It is the duty of the secretary/treasurer to make any recommendations as necessary to the police jurors throughout each fiscal year to ensure compliance with local ordinances, state law, the Parish Transportation Act, the Louisiana Constitution, the Local Government Budget Act, the Public Lease and Bid Law, and any other act or law relative to the operation of the police jury.

    (d)

    The secretary/treasurer will oversee the implementation of any training and review he or she sees fit throughout the year, to keep all employees informed and up to date on their expected duties and responsibilities and guidelines necessary to follow in ensuring that the laws and ethical standards are upheld.

    (e)

    The parish road supervisor/parish engineer is required to keep the secretary/treasurer up to date and informed on a weekly basis of work being scheduled and performed in the parish and the estimated costs involved; such as road maintenance, repair, construction; the purchase of equipment, any special projects and pending acceptance of any roads and/or subdivisions. Compliance with the Local Government Budget Act and the Public Lease and Bid Law must be assured before any roadwork, equipment purchase, special projects, or anything resulting in the expenditure of public funds can begin.
